New! This document explains how to use the Maplewood system to report data to Aboriginal Affairs and Northern Development Canada (AANDC), formerly Indian and Northern Affairs (INAC). Maplewood provides an application to create an XML file containing student Nominal Roll specific information both at the school level and via central office. This file can then uploaded to the Aboriginal Affairs and Northern Development Canada School Information System Export (SISE).
AANDC's nominal roll system is an information database for regions, districts and schools to undertake an annual census of eligible students living on reserve. All students residing on-reserve or on Crown land, in receipt of any education assistance from AANDC and who meet all of the following requirements are to be reported on the Nominal Roll.
In Maplewood, the following requirements must be met in order for a student to be included in AANDC's Nominal Roll Report:
Enrolment – Student is enrolled on report date (i.e. must be attending a recognized elementary or secondary school on September 30 of the current year)
Age - must be at least four years of age by December 31 of the current year ( and < 21 years of age)
Residence – Enrolment information has been set to the following:
- British Columbia, Manitoba and Nova Scotia: Citizenship = Native Ancestry
- Alberta: Enrolment Type (other fields tab) = 330,331,332,333, or 334 (in any of the Enrolment Type fields)
- Saskatchewan: Aboriginal Status Code (bottom of Aboriginal Tab) = Inuit, Métis and/or treaty
- Ontario: Residence Status = Native Education Authority
Program – must meet the elementary/secondary curriculum standards and fiscal framework of the Ministry of Education for the province/territory of residence
Prior to creating any files, please check that the above information is correctly specified for any students who are to be included in these reports. All fields in these files are noted in the charts following this documentation. Please review these charts to understand what information is included in the file. In particular, review the Nominal Role fields to ensure that the data is correctly set up.
1. Choose Reports, Aboriginal Federal Funding Reports (AANDC).
2. Under the Report Type, select Nominal Roll Report.
3. Indicate the mapping of grade equivalents (i.e. a grade of J in Maplewood should be printed as a grade of JK on the AANDC Special Education Export), as well as the Attendance Type offered for each of these grades. Most grade will have Full-time selected, however the Junior Kindergarten and Kindergarten programs may have half time selected - if the school only offers a half day program.
4. Select the Contact Info button. Upon selection, a form (see below) will display contact information that will be sent to AANDC. Contacts that are mandatory for the export file have the word ‘Mandatory’ in red. If the contact is the same as another contact then the information can be copied using the 'Same As' option. The user has two ways of editing the information (by choosing from the staff list or editing the information manually). If the mandatory contacts are not filled in, a message will be displayed indicating which contact is missing when the user selects the 'Create' option. The creation of the file will not proceed until all mandatory contacts have been entered.

The XML file generated from Maplewood can uploaded to the AANDC portal, or it may be imported into an existing PDF where the information may be edited, if necessary. See Importing AANDC file into a PDF file.
The Aboriginal Affairs and Northern Development Canada(AANDC) Special Education Program is designed to help eligible students identified with high-cost special needs to access quality programs and services that are culturally sensitive and reflective of generally accepted provincial/territorial standards. AANDC's Special Education Program consists of two major component.
Direct Services – these classroom and school-based services focus directly on meeting the First Nation student needs, such as student assessments and professional services (e.g. education psychologists, speech and language therapists, counsellors) for the student. At least 75% of AANDC's special education funding is used for direct services.
Indirect Services – these services are provided to eligible First Nation recipients for the development of special education programs and services such as professional development for teachers, para-professionals and parents and research and development of special education approaches and programs.
Services provided under the Special Education Program are based on the understanding that each First Nation student with special education needs is unique and requires a customized program to meet their individual needs in order to best support their success.
Choose Reports, AANDC Reports.
Under Report Type, select Special Education Report

Select the Admin Exp. button to enter in the Administration expense for the school and the Explanation.

Select the option to View, in order to see the information that is included in the file.
The file generated from Maplewood can be sent to AANDC, or it may be imported into an existing PDF where the information may be edited, if necessary. See Importing AANDC file into a PDF file.

Students with High Cost Special Education Needs |
Students eligible for funding under the Special Education Program (SEP) are those whose special education needs cannot be met within the resources intended for the general student population and who are on the Nominal Roll or eligible to be on the Nominal Roll based on the First Nation Education Program Guidelines. Broadly speaking, special education needs of students fall within a continuum of mild to moderate, moderate to severe and severe to profound. Special education needs that are at the lower end of this continuum are expected to be addressed within the resources intended for the general student population. Only special education needs that are more costly to address (generally ranging from moderate to profound) are eligible for funding under the SEP. Students eligible to receive programs and services under the Special Education Program (SEP) are to be identified as High Cost Special Education Students on the Nominal Roll. |
